Forward Operating Base (MOB) Davis

Forward Operating Base (MOB) Davis

Location: Zabul/Uruzgan Provinces Afghanistan

Clients: U.S. Army (FOB Apache) and U.S. Special Operations Command (MOB) Davis

Services: Fire and Emergency Services

US Department of the Army

Challenge

Faced with a critical and immediate need for fire and emergency services support, the U.S. Army, U.S. Special Operations Command and NATO needed an agile partner that could rapidly provide comprehensive, turnkey fire and emergency services at FOB Apache and MOB Davis in the Zabul/Uruzgan provinces of Afghanistan in support of International Security Assistance Force (ISAF) operations. Magnifying the challenge, and unique to other fire and emergency services contracts in Afghanistan, our team would be required to operate “outside the wire” in coordination with military personnel and assets where no emergency infrastructure previously existed. From contract award to an operational readiness posture, CGH Global had to be fully compliant in an active warzone while working in close coordination with, and in support of, the U.S. Army and Special Operations community in only 30 days. This 30-day requirement is also unique in that other fire and emergency services contracts in Afghanistan typically allowed 60-90 days, or more, from award to operational readiness postures.

CGH Global was required to provide program management, nationally certified and qualified fire and emergency services front line and leadership personnel, and an approved quality control/quality assurance program. Additionally, CGH Global was responsible for the procurement/acquisition of all required response apparatus, associated equipment and supplies as well as the logistical planning and execution necessary to successfully meet the performance requirements of this contract.

MOB Davis

Solution

CGH Global sourced apparatus, associated equipment and supplies that met contractual requirements internationally, while simultaneously recruiting top-tier emergency response professionals from our global network. By doing so, CGH Global was able to meet the aggressive requirements and timelines associated with this contract and delivered a fully functioning fire station, an emergency dispatch center, and a nationally certified and qualified leadership and operations workforce that was 100% operational working both inside and outside the wire in 28 days.

For the duration of this contract, CGH Global staffed four fire suppression apparatus and command vehicles with a fully certified and qualified leadership and operations team. CGH Global provided full service fire and emergency services to include structural and Aircraft Rescue Fire Fighting (ARFF) operations, fire prevention, fire service personnel/base population training and emergency medical services for two geographically separated U.S. Army and U.S. Special Operations Command bases.

CGH Global’s support of this contract and SOW was in full compliance with AR420-1, AFI 32-2001, DoD 6055.1M and NFPA 1500 in addition to other applicable standards and site guidance resulting in exemplary CPARS from our customer.

Challenge

CGH Global was selected through a competitive procurement to provide fire protection and emergency medical services at CAFS, which is located at a remote and austere location 10 miles from the Canadian border in North Dakota.  Per terms of the contract, CGH was required to provide 24/7/365 fire prevention and protection services to CAFS as well as outlying areas outside of the Air Force base through a mutual aid agreement to support outside civilian fire departments when requested. Lt Col Stephen Hobbs, 10th Space Warning Squadron Commander

Solution

CGH Global successfully met all requirements for startup and was 100% operational in less than 30 days from contract award. CGH was able to successfully negotiate a new Collective Bargaining Agreement (CBA) resulting in more preferential terms to the members, resulting in no transition turnover and ensuring operational readiness for the customer from day 1. As the current prime contractor, CGH Global is responsible for personnel, management and quality control, acquisition and logistics of all equipment and required apparatus necessary to successfully perform on this contract.  In addition to fire protection, our personnel provide emergency medical services ranging from medical first responder all the way to paramedic to all air station personnel. This includes first aid, cardiopulmonary resuscitation, and other emergency medical procedures. CGH Global provides these services to CAFS, logistical and outlying support areas, as well as mutual aid support to outside civilian fire departments when required.

Specific Support Services provided on this contract include:

Challenge

Building on the success of the firefighting and emergency medical support provided to the special operations community in Afghanistan, CGH Global was awarded a new contract in the Gulf Coast region. In 2015, CGH Global bid and won a competitive opportunity at US Naval Station – Isa Bahrain – to provide fire fighting and emergency response services. CGH was required to be 100% operational with a fully staffed team within 30 days of contract award. In addition to personnel, CGH Global was responsible for all aspects of supplying personnel, management and quality control as well as acquisition and logistics of all equipment and required apparatus necessary to successfully perform on this contract.  Critical to the success of the program is the health and maintenance of program resources (personnel and equipment), CGH is required to ensure the operational readiness of both personnel and response equipment in even the most arduous weather conditions.

I would like to give a “Death Stalker” shout out to our Fire and Emergency Services Department (CGH Global) for an amazing response to an aircraft emergency. Their professionalism and dedication ensured the safety of the pilot and ground crews in the vicinity, and likely resulted in reducing the damage to the aircraft. Well Done!

Solution

Immediately upon award, CGH began the transition process to ensure we had the best available team on the ground and ready from day one. CGH has proven time and again that we can rapidly staff and have teams 100% operational around the world in compressed timeframes. For this effort, we tapped our international network of best-in-class first responders; additionally, based on an extensive review of existing personnel, we selectively retained key members of the incumbent workforce that met our requirements and were sufficiently qualified, proven and favorably viewed by the government customer.

CGH Global successfully met all requirements for startup and was 100% operational in less than 30 days. CGH Global’s support of this contract was in full compliance with AR420-1, AFI 32-2001, DoD 6055.1M and NFPA 1201 as well as all other applicable standards and site guidance.
